For all points Y0, the center of the probe is off the build plate by about 1.6in. When hotend #2 is selected and the DSE is moved to Y-home it pinches the cables for hotend #1 against the wheels on the Z-axis rollers and bracket with no where else to run them. The Y-home position is not mechanically adjustable like the X-axis and I can't see how software tweaks would help so I'm at a loss for how to fix this issue. Ideas are appreciated.

The DSE hotend cables should be cable tied to the DSE backplate, so shouldn't hit the rollers when homing Y. With Hotend 2 selected and Y-homing that Hotend 1 cables do touch the Z-axis bracket, but this is ok. In most cases you should be homing with Hotend 1 selected, Hotend 1 is the primary hotend and if your doing a single hotend print it is recommended to use hotend 1 for it. Could you please upload an image of your set-up, it may just be an issue with cable routing.
